This motorcycle specific mounting kit is for mounting a set of auxiliary lights on the motorcycle, without having to install a crash bar.
An extra set of lights is always a good thing for added safety. They'll increase your visibility in traffic, which is why you see them rather often, mostly mounted on the crash bars. But, maybe your bike is equipped with crashpads, or you just don't want a crash bar.
